I know how impossible it is for adults from countries like Mali to get visitor visas....but what about kids? If the purpose is to visit her grandparents, and we show that she has re-enrolled in school in Mali for the next year, do you guys think it's possible? Is it worth giving it a shot? There are some things we have to get organized before applying for this: she needs a passport, we need my SO to file for full custody (which he should get pretty easily here), and we'd have to pay the non-refundable $160 visa fee.

Give the embassy a call and ask them if there's anything specific for your situation or if there's any supporting documents you need to provide. I just checked on the embassy's website and couldn't find an email address, but the one in Beirut had a special address for NIV inquiries and answered in ~24h or less.
