I am an international student myself. I am unsure of what you're looking at, but have you looked at community colleges? I went to one. I never took the SAT or ACT. They made me take an entrance exam and I tested out of the lower-level pre-requisites and straight into calculus.
I would also be wary of engaging into a financial commitment like this one, especially since your relationship is so new. At 19 I packed up my bags and moved to the US to be with my then-boyfriend of nine months. The breakup was messy because I had no choice but to rely on him and his family for a variety of things. Having a backup plan is key.
