New UK marriage immigration laws?

Ok so while i was looking into the spouse visa for the UK, i stumbled about a new '10 year route' which has less strict requirements. As far as i can make out there is no financial requirements, does anyone know any info about this? Little confused!

It states that the 10 year route is only available to certain people applying for leave to remain mentioned in Appendix FM paragraph .1.
The spouse visa doesn't give you leave to remain, you have to apply for it after you've been in the country for 5 years.
From what I understand this is for people who for whatever reason don't qualify for leave to remain after 5 years in certain circumstances have the 10 year option. You don't get to choose which to go for, it's decided on your circumstances.
