Has he ever mentioned if he has anxiety? Its quite possible he may have a fear of traveling to some place that's unfamiliar to him. I would sit down and have a conversation with him, there may lay a deeper meaning then he is willing to admit with you. It can be quite embarrassing and emotional. Best of luck.
