Wow, that's quite a mess... I'm not sure what to say. It's hard to tell if he wants a relationship at all really. Do you have a set date to meet?
I know that some boys worry that they'll miss out on playing the field if they settle down for the girl they love right away, especially if she's in a different country... but still the only thing I can think that will save any of this is if you both talk, find out what you want, be honest without anger and make some plans. I can't say if I think he deserves the effort or not, or if he is being genuine at all, and I can't stay longer to muse it over... but good luck!
