Are you romantic with him? It may be very hard for some people, so it may not be fair nor even work to demand him to be that way. On the other hand, it it is easier for you, maybe you can be the one who makes the first step of romance, so he could be more confident and maybe reciprocate. Also, remember that many people really don't know how to axpress their love in a Disney-prince kind of way, but that doesn't mean he doesn't love you.
