Thank you all for responding, sorry it's taken me this long to respond back.

After telling him under no circumstances would I be sending him any money, he kept talking to me. I figured he was serious about the relationship, or why would he continue to waste his time. But then, I thought about it and figured his weird behavior alone was enough for me to cut all ties. So I stopped communicating with him for about a month. Then, out of the blue one day I received an email from him asking me how I was. I figured maybe he was serious this time and learned his lesson, because why would he reach out to me again. We started talking again and before I knew it, he was back to suggesting that I "help him out" anyway that I could. He said he was broke and had no money and had inherited a hotel in France, but couldn't get his hands on the money until he was able to afford a lawyer and settle the matter with family members who didn't want him to get any money because they were greedy. He kept talking about me going to the bank and finding a way for me to send him funds. Again, I told him that wasn't going to happen and I didn't think this was going to work out.

Needless to say, he's disappeared again. I haven't heard from him since early last month.

Good job!!! Glad I didn't have to spank you for giving him money.

        That's a scam, I'd say.
My SO confessed to me very quickly, even with all those things, always saying that we should marry and all.
It seemed suspicious to me at first, too, but when I asked, he explained:
        - Because he is not near me, he can't flirt with me properly
        - He's worried about me wanting to be with someone, so he quickly made me promise to stay only with him
        - He actually has plans for the future that make sense
        - The whole wedding thing - He knows that I want to live in Japan + he wants to be together
        - He does know things are difficult -> So he jokes about me constantly coming to Japan and going home, rinse n repeat, rinse n repeat, just so we don't have to bother with visa lol

Also, he more often suggests paying for my flight to come see him, and he doesn't like me spending money on him.

So I'd say, your case sounds like a very obvious scam.
