Look at it from the perspective of immigration:
You have a man from a 3rd world country (in political strife) who is trying to move to the US on a marriage visa. My point is, you need to REALLY think about this before you go ahead. Make sure everything is sorted as others have said. Is marriage 100% necessary at this stage? Why not live with him for a few months, to make sure that it is the best option for you two?
On life experience, you are a 20 year old A-grade Philosophy student? Woop-de-doo that doesn't make you an expert on all aspects of life. Pardon the harshness but there are aspects that you only acquire with age. You two are in the very early stages of your relationship. Let it brew and linger.
If you are having doubts about a "skype proposal", maybe you shouldn't be contemplating marriage. In my books, marriage needs to be unconditional.
