I had a tiny wedding and a year later a small reception. Our reception was a buffet at a restaurant and it included two alcoholic drinks per person plus all the food you wanted (there was a TON). I think it cost us 27$/person. We didn't pay for the space because it was at the restaurant. We had a discounted band because we used the restaurant's band. We had a decent photographer who worked by herself. I bought a chocolate cake from a bakery for like $40. My dress was $60.
It was very cheap.
I will say this- a good party consists of three things- good booze, good food, and good music. I wouldn't skimp on any of those parts. Let the guests buy their own drinks if you can't afford it, but make sure it's at least available.
